2 | The user has made a low-level comment, such as a subtle or indirect insult disguised as a joke, targeting another user. The user is using stereotypes, memes, or "dog whistles" (coded language) to demean an individual. |
3 | The user is using a known slur or overt stereotype with a clear intent to offend based on racial identity. |
4 | The user has made a seriously abusive comment (or a sustained series of comments) directed at another person, attempting to cause severe emotional distress without making physical threats. |
5 | The user has made one or more highly extreme hateful and prejudiced statements directed at another person based on race. The user is exhibiting an escalation of behavior toward inciting real-world harm based on race. |
